Delegate Proctor has been a member of House of Delegates since May 1990. He currently serves as the vice-chairman of the House Appropriations Committee and is a member of its capital budget, its public safety & administration and its personnel oversight subcommittees. Delegate Proctor worked for thirty-two years in education, with a master’s degree in administration. He was a principal in the Prince George’s County School System for seventeen years with Andrew Jackson Middle as his last school. He retired from Prince George’s County School System on December 1998 |
